The story begins with a prologue that sets the stage for the rest of the book. A group of environmental activists, known as the River Rats, are planning a protest against a proposed copper mine in northern Minnesota. The mine is owned by a company called Polaris, which is run by a wealthy businessman named Bill Judd. The River Rats are determined to stop the mine from being built, and they are willing to use any means necessary to do so.
The first chapter of the book introduces Virgil Flowers, who is called in to investigate a murder in the small town of Red Wing.
